MISSION:
40th Expeditionary Signal Battalion S1 manages the strength and personnel actions of a forward deployed Expeditionary Signal Battalion, providing operational base communication networks and services and network operations support to Multi-National Forces-Iraq (MNF-I), Mult-National Corps-Iraq (MNC-I), United States Embassy-Iraq, and other customers at 16 bases across the Iraqi Theater of Operations; responsible for managing the strength of the battalion based on calculated assessments of personnel readiness; maintains operation of the Personnel Action Center in combat, supporting human resources functions for 657 Soldiers and 603 civilian contractor employees.
HIGHLIGHTS:
The 40th Expeditionary Signal Battalion S-1 shop worked at a tireless pace throughout the past year. The early months of the year focused on preparing the battalion to deploy in support of OIF 07-09. In December 2008, the shop deployed to Iraq and helped stand up operations in Victory Base, Iraq. Upon arrival into theater, the shop instantly initiated accountability and tracking mechanisms to provide personnel services to our forward deployed Expeditionary Signal Battalion comprised of 657 Soldiers located throughout Iraq, Afghanistan, Kuwait, Qatar, and Fort Huachuca, Arizona. We closely communicated with parallel units to ensure all personnel matters were handled efficiently. The shop developed a comprehensive Rest and Recuperation Leave and Pass program that encompassed nearly 500 Soldiers located initially within 12 Forward Operating Bases (FOB) in Iraq. This arrangement later included four additional sites spanning all regions of Iraq.
The S-1 shop further established exemplary personnel processes and standards in combat by implementing monthly promotion boards, Staff Assistance Visits (SAV), Personnel Asset Inventories (PAI), and Unit Status Reports (USR), while ensuring all Soldiers were sufficiently tracked throughout the Area of Operation (AOR). Thus, over 300 ERB updates, 468 End of Tour awards, and nearly 700 redeployment packets were successfully screened and processed. With the diverse and often times complex nature of the battalion’s mission, the shop directly aided in the establishment of an additional company and later inactivation of the battalion’s Delta Company headquartered in the International Zone.
The 40th ESB S-1 shop was instrumental in processing accurate and timely personnel transactions throughout the 15 month rotation. It developed an excellent reputation among Soldiers throughout the battalion for the genuine concern and compassion for the health, welfare, and morale of all 1,200 Soldiers and Civilian employees in the “TEAM 40th” family. The shop was also the driving force in tracking approximately 30 medical evacuations that enabled the command to know the locations and statuses of injured Soldiers.
